  • Created and co-administer the “Charlie Fund” to provide a minimum of $1200/year to the Bowie Interfaith Food Pantry.
  • Helped create a local animal welfare organization; including its formal establishment as a non-profit.

 

Director of Interstate and Border Planning, Federal Highway Administration:

November 2002 – March 2010

  • Led, coordinated and directed development of national policies, guidelines, standards, procedures, and techniques to improve bi-national planning for transportation projects between the US and Mexico and the US and Canada.
  • Served as US Co-Chair for the US/Mexico Joint Working Committee. Created and served as co-chair for the US/Canada Transportation Working Group.
  • Created a “Green Borders” focus and policy group representing 6 US Federal Departments including the US State Department, EPA, Customs and Border Protection, and the Department of Commerce.
  • Directed development of planning analysis tools for applications of GIS and deployment of advanced planning methods.
  • Led and provided oversight for a $2.6 million/year program to improve use of state of the art transportation analysis and modeling, data tools, analysis and policies.
  • Directed financial oversight and procurement management for a $16M/year national research program to improve understanding of the relationship between surface transportation planning and the environment.
  • Developed policy direction for a $10 million program to improve transportation in the Delta Region.

 

Director of Intermodal and Statewide Planning, Federal Highway Administration:

February 1999 – November 2002

  • Led development of Federal regulations, policy and guidance for statewide transportation planning.
  • Designed and promoted efforts to consider safety and freight in transportation planning.
  • Directed administration and policy oversight of a $2 billion discretionary grant program to improve transportation at US borders with Canada and Mexico and in domestic transportation corridors.
  • Directed financial services and budget development and tracking for a $26 million R&T program.
  • Created a bi-national planning group for the US and Canada.

 

 

Director Planning and Customer Liaison for Motor Carrier Safety, Federal Highway Administration: July 1996 – February 1999

  • Advised the Secretary, Administrator and Associate Administrator on national policy, recruitment, strategic planning and regulatory development for truck and bus safety.
  • Led development of staffing plans and policies for Federal truck safety inspectors at the US/Mexico border.
  • Advised and provided policy analysis and direction regarding the supervision and management of professional and senior staff for the 600 person unit.
  • Directed and led development of legislative recommendations and regulations.
  • Directed and led recruitment, development of curricula, and management of a training academy for Federal truck and bus safety inspectors.
  • Directed oversight of drug enforcement training program.

 

Chief, Analysis Division for Motor Carrier Safety, Federal Highway Administration:

Fall 1994 to July 1996

  • Produced first national truck and bus safety summit with over 200 leaders from industry, state and local government, academia, the enforcement community, and the advocacy community.
  • Analyzed and implemented a program to oversee State actions related to truck size and weight enforcement.
  • Created focus on use of data and analysis in problem identification for safety enforcement purposes.

 

Chief of the Driver Standards Division for Motor Carrier Safety, Federal Highway Administration:  Fall 1988 to fall 1994

  • Created the Commercial Driver License (CDL) Program with cooperation of State governments, police agencies, Mexico, Canada, and US Federal field enforcement staff.
  • Developed and published commercial driver standard for driving while intoxicated.
  • Negotiated reciprocity between US and Mexico and the US and Canada regarding CDL.
